Romania has emerged as one of Europe’s most strategically exposed security environments.
As a NATO and EU member bordering Ukraine and the Black Sea, the country is responding to an increasingly complex threat landscape with accelerated defense modernization across all domains.
The current security reality includes air and drone-related threats, repeated incidents of electronic interference, growing maritime risks in the Black Sea, and an expanding spectrum of cyber and hybrid attacks targeting military systems, ports, energy assets, transport and national infrastructure.

Priority Threat Areas Driving Demand
 

Airspace Vulnerability & Drone Threats
The proliferation of unmanned systems and electronic warfare activities has
placed counter-UAS and layered short-range air defense high on Romania’s
operational agenda, with an emphasis on mobility, rapid deployment and
sensor-to-shooter integration.

 

Black Sea Maritime Security
Maritime mines, pressure on commercial shipping and offshore energy assets,
and the protection of key ports—led by Constanța—are driving demand for
maritime surveillance, mine counter-measures and coastal security solutions.

 

Cyber & Hybrid Warfare
Cyber threats are treated as an integral part of modern conflict, affecting defense networks, C2 systems and civilian critical infrastructure. Romania is prioritizing resilience, detection and response capabilities across both military and civilian domains.

Command, Control & Secure Communications
The modernization of NATO-standard C2 architectures, secure communications and ISR integration is essential to enable real-time situational awareness and coordinated decision-making across air, land, maritime and cyber domains.

Where the Opportunities Are

Romania is allocating at least 2.5% of GDP to defense, with a strong focus on
modernization, equipment acquisition and long-term capability development.
Decision-makers are actively seeking proven, field-tested solutions that deliver:

In parallel, Romania encourages industrial cooperation, including technology
